80s/90s fantasy/medieval strategy game

I had a sudden memory of a medieval / fantasy PC game I played as a kid in the late 80s or early 90s. Trying to identify it?
The main memory I have is you could play as one of 6 or 7 "civilisations".. One of which I think were "Horse Lords".
There was some kind of evil "dark" civilisation to the west, which I think you could also use as a player civ.
It was mostly turn-based strategy I think.
I remember very vivid colourisation differentiate between the civs.
Any ideas?

Might have been too late (97) but maybe Lords of Magic?

If it is Warlords, you can try Warlords 2 here to see if it rings a bell..
