Instant Messaging type reservation system?

I play Pokemon Go a lot and use various IM apps/services to communicate with other players about where to meet. Is there an IM type service that does reservations as its main function, with chat as a side function? That way players could set up times to meet at specific places with Map directions, without a lot of the insane chatter. Details inside

If you haven't played Pogo, here's how it works: A virtual monster appears at a real location nearby, for a set amount of time. Players then coordinate among themselves to get that location at a certain time, since it takes several of us to defeat said virtual monster.

What usually winds up happening is that there's a lot of chatter about where a specific location is and what time we should all be there. Ideally, there would be an App that lets users set up an event first and foremost, which can be linked to Google maps for directions and then folks could comment within that event's thread about various details. Does this make sense? And do you know of an App like this?

Yes, a lot of PoGo players use Discord or Facebook Messenger with its Plan feature to do this but I'm specifically looking for something that makes people set up an event first, to reduce the overwhelming chatter, so folks can focus on where and what the event is and then chatter about said event. It would be like making a Mefi post, i.e. a user creates the post first, then people talk with said posts, while on the front page, once can see a list of posts (or in my mind, local Pogo events).

Does this exist?

Yes, we're aware of Kik, Silph Road's beacon beta, Group me, etc. None of them seem to do what I'm looking for, force user to make an event first, then chatter.
