This is just a guess, but it sounds like a variation on the show's theme song, by Calamine.

It sounds a little like The Pixies' Velouria, but of course it isn't.

I think thebigpoop is right. Didn't they play a rock version of the Calamine theme song at the end of every episode?

That is the end of the instrumental version of the Sealab 2021 theme music. THE MYSTERY IS RESOLVED.

I was initially concerned that FenslerFilm were trying to do a parody of a parody or some shit, but this seems to be official advertising which is acceptable to me.

At the end of (almost) every episode, they do a different instrumental version of the tune. This is one of them.

Calamine recorded several version of the opening theme, the closing theme, and a few of each in different musical styles. They also recorded a couple charming "scene changing" 4 note transitions... that were rarely used.
