What is this plant?

I was traveling in Eastern Europe recently and saw this plant. My late Mother had several of these plants when I was growing up. I have not seen this kind of plant since I was a kid. I'd love to know what they are called so I can perhaps get one for my own home. This is the plant. I know nothing about plants -- for all I know this could be common plant!

Not only don't eat it, don't use the stems for cooking hot dogs or marshmallows.

Oleander grows all over Southern California, it is in bloom right now. That is it.
