What Old Android Devices Should I Buy for Testing

We are getting ready to roll out certificates based BYOD enterprise wireless. In our testing most of our "supported platforms" work pretty well but we are finding out that Android based devices are a huge PIA.

I've ordered a brand new Verizon Galaxy S8 for testing and I have a $1000.00 budget to purchase some late model Android devices to test with. I know very little about the Android platform and there seem to be about a million devices with million different implementations of the OS. That being said >50% of our users have Verizon service and some type of Samsung android device.

Now that you have the background here is the multi part question:

What used android Devices should I purchase and from where?

If I purchase a carrier locked phone what level of functionality can I expect will the phone be a brick or will everything work except for cellular features(like the iPhone)?

Thanks
J

Have you considered using the Amazon Device Farm? It's handy for testing on lots of different Android devices, without actually having to buy them :-)

Best answer: I can't answer your question about where to buy them or what kinds, except to say that the phones will work with wifi and everything, minus the ability to make and receive phone calls. I've set up many Android phones in my day, and I always get apps on there and start using them even before I activate them. And if you want a couple Android phones with older OSes on them, I can sell you a couple. ;)

Google has Firebase Test Lab for just this purpose.
