What Southern California tree is this?

What tree is this? Spotted in Agoura Hills, CA.

It looks like an Oleander (Nerium oleander)as in the photo on this page.

Unless I'm mistaken, which is possible, no Oleander shrub/tree I've seen buds in that manner. Not an expert, but I have taken close pictures of the flowers for drawing projects and live in Florida, where we have them all over.

I retract my suggestion! dilaudid is clearly right that it is Chilopsis/Desert willow
