What was this vaguely remembered anecdote about "bipartisanship"?

I'm vaguely recalling reading a passage from some sort of Republican strategy memo--possibly authored by Frank Luntz--that contained a particularly ironic application of appealing to bipartisanship. From what I remember it advised that Americans love bipartisanship, and that Republicans should harshly criticize Democrats for not being bipartisan enough. This may have been pointed out by Al Franken, but I'm not sure. Is this ringing a bell for anyone?
