Help me ID this elephant in the room

Mrs. Z recently purchased an auction lot containing this item. My guess was it was somehow associated with the University of Alabama, but the font for the letter "A" is wrong. Any thoughts on what it is, or what S.P.O.C. might stand for?

At work we use the acronym SPOC to mean "Single Point of Contact," or responsible party, to designate the go-to person for something. That's my only awareness of it.

Best answer: This appears to be the Heraldic crest of Catania, Sicily. .

You sure it's not SPQC? Senatus Populus Que Catanensium.
