Who is the person speaking in the sample on this song? (2.9 Mb MP3 file)

The song in question is "Harmonic" by Hex. The sample does not, however, appear on the original 12" version of the song, but only on the remixed version found on the ColdKrushCuts mix album, meaning it was added to the mix after the fact. I've always liked this little vocal snippet for some reason, and I've never been able to identify the speaker. Any ideas who it might be?
