Another Question About a Half-Remembered Book

When I was a kid, I read a short story about the Jersey Devil helping an abused little girl. But I can't remember the title of the story! Help me out.
So, here's what I remember about the story in question: the story is about the Jersey Devil (big black horse with bat wings and red eyes) finds a little girl who's been abused/neglected by adults. He takes her along with him. At one point, the jersey devil terrorizes a McDonalds to get the kid food and they both enjoy watching the people flee in terror. I remember it being weirdly funny and sweet.
It was one story in a collection of scary/supernatural stories for young people. I can even remember what the cover looked like! But not the name. I read it in maybe...1997-98? Did I make this story up?
