What are those giant, ruined columns at Half Moon Bay?

I was recently down on the beach at Half Moon Bay and saw a giant, ruined structure by the cliffs. I saw a comment suggesting it might be a WWII coastal battery, but I think there are several such structures in the area, and the comment wasn't accompanied by photos.

This issue of Half Moon Bay magazine says that's the foundation for a hotel that was never built.
