Identify this nighttime assassin scene

A geographer friend needs to identify this movie for a paper: We zoom in via satellite to watch an infrared image of an assassin leaving a tent at night in a desert to enter another tent and kill someone.

Response by poster: Possibly Clancy. The scene may be set in the Sahara or North Africa, but it's at least in a desert. The image we see is typical red/orange from an infrared camera as the guy leaves one tent and goes into another. Thanks.

Response by poster: One facet of the film that drew a lot of attention at the time of its release was the inclusion of breathtaking real-time infrared reconnaissance satellite video of SAS special forces troops raiding terrorist training camps.

In the same scene, I remember the emphasizing of the reaction of the senior agency executive in suit, sipping coffee while commenting the killings. Great scene.
