Turn syncing to iCloud OFF on your iPhone.

You can log into icloud.com and manage your files there too.

What are you running into when you try to delete the photos from the phone?

Albums on your phone named "Last Import" and "Last 12 Months" makes me think you are synced to a Mac OS X Photos app somewhere, somehow.

These photos are likely synced from iPhoto (or possibly via iTunes?).

Can you plug in your phone, and open iPhoto and iTunes to see what's syncing? You'll likely need to un-check the option to sync some/all albums from iPhoto, then use iTunes to Sync. That will then delete them from your phone.

iPhoto/Photos only handles syncing photos from an iOS device, not to.

You'll need to plug the phone into the computer and use iTunes to see what photos it's syncing.

But yes this is textbook "synced from iTunes" behavior.
