Who makes policy decisions at Twitter?

Say I wanted to contact the people who make policy decisions at Twitter. For example, the people who decide what types of users to delete and under what circumstances. Who are those people?

I'm aware that Twitter is not especially open to feedback, so I don't really need comments telling me not to bother. But any guidance on what individuals have real say on policy there would be helpful.

Some of this depends on what specifically you want done.

I would talk to some people who have worked with Twitter on these sorts of issues in the past. I might suggest Woman Action Media who were very interactive with them and their abuse problem a few years back. See how they got started.

Realistically, as you know, these people do not want to be contactable by the public on an individual basis. So you might want to find some other organization who wants to do the same things you do and see if you can get a seat at the table. Otherwise, hey they're a public company. They've got shareholders and are answerable to the public at some vague level.

You also might want to look at the information on the Guidelines for law enforcement page. Tweeting @jack with something that gains real traction can sometimes do things.

The Council rada linked is correct. Also Del Harvey @delbius is the Vice President in charge of Trust & Safety and has been for a good while now. Here's a TED talk she gave and a Wall Street Journal article about her. She's given other talks and interviews. As you note, direct feedback is awkward. In her position I suspect she gets a lot of really crazy abuse and harassment.

That @delbius handle is the personal Twitter account of Del Harvey. I don't know how kosher it would be to use.
