How do I get in touch with who approves block party permits in NYC?

During the warm months, every other weekend, people put on a block party type thing on my street. Most aspects of of the event are benign and fun. But: about 3-4 DJs set up along the street, which is not very long and spend the next 10 hours competing with each other. It makes my apartment uninhabitable for that time period, even with all the windows closed. My wife and I have to shout at each other to communicate, etc. I'd like to know how to contact the board/committee/official who approves these permits and make a complaint about the noise.

I'm assuming that people aren't allowed to break city noise ordnances without such a permit, and if I could make a complaint and either get the board/committee/official to no longer allow the "loud music" part of the permit, that'd make my life (and the lives of my neighbors, who are also fed up) much better.
