Non-bank site that can billpay and ACH?

Looking for a site (ideally non-bank) that 1. offers billpay (physical checks), where they'll also mail along a physical piece of paper (invoice, etc) that the user uploads in PDF, and 2. can also send ACH payments out -- ideally would work similar to Venmo in that pulls from one bank acct and puts in another, but would *not* require the recipient also has the same app/site access. Yes, I'll have the recipients routing/acct #s. I'm ok with paying fees.

Can you explain what you're trying to accomplish? As in, "I'm trying to sell people pieces of paper with state secrets so I don't want to use a bank, but I need ACH because reasons." Maybe that will help people solve your problem.

Best answer: I don't have personal experience with this service, but I believe bill.com does most, if not all of what you're looking for.

-Re the billpay, I run a small business and there are some bills I have to pay regularly that require a physical check and require a slip to be sent along with them. I have an irrational hate of mailing things, so it'd be nice to find a service that would perform this for me, and especially nice to find one that could even automate it.
-Re the ACH, I make expense reimbursement payments to employees on a regular basis. Right now I use a bank account and that works pretty well, but I'd like to find a non-bank solution if possible so I can have another employee make those payments w/o providing them access to my bank account. Yes, I know that many banks allow you to provide an employee limited access, but it seems to be a painful process, and honestly I just always find bank sites and service clunky and poor. So a non-bank solution would be ideal, if available.

All of my bills come with little slips that I would return, I suppose, if mailing a check. However, I never do this and it always gets routed to the right account. My bank has me input account numbers with my check and that gets mailed. If I was overly concerned, I could add it to the memo field.

If you have employees and expenses, you could look for a time-tracking software or online service that includes invoicing and expenses. I use Harvest. There's a monthly subscription fee but it's easy to use and I believe has integrations with Quickbooks and Xero.
