Kyrgystan's religious censorship via web: technique?

Does anyone know, loosely or extensively, of Kyrgystan's methods of web censorship of religion?

More specifically I need to know how the actual censoring action works: by scanning words and phrases, by domain/IP blacklisting, by a person actually checking them out with their eyes, etc?
