What did I see at the Pudong airport?

I was recently flying out of Pudong airport in Shanghai (PVG), and while taxiing down the runway I saw a series of manikins along the edge of the runway on the grass. I am dying to know what the heck these were.

They were man-shaped, each was tied to a vertical stick, dressed in greenish coveralls, and were standing near several items including: a yellow and blue tube that was sitting at a low angle on the ground (about the size of a telescope and angled up like a ground mounted machine gun?), a blue box, and a red and white stick. I saw at least 10 of these out the window as we were taxiing to take off. What were these?

Best answer: Scarecrows, and the tubes may have fireworks or a speaker for bird sounds or some of the other suggestions in the article.
