Mea culpa?

Do you think that no matter what the argument, both people are always at fault?

I often hear "it takes two to tango" and similar regarding an argument between two people. Since I was little, whenever I had problems with my younger brother (like him hitting me) and wanted my parents to interfere, I was always treated like I did something wrong as well. Then there's also the ugly word cat fight that is used when two women have an argument, even if one of them is only defending herself. We're often told to take the high road. At work, my co-worker is sometimes witholding information from me, and my boss thinks this is partly my fault and we have to work this out between us since we're not in school anymore and he's not a referee. When a colleague yells at me, it's because I'm not good enough at communicating.

Except for super obvious examples like Person A just flat out kills Person B, do you think that no matter what the argument, both parties always bear some blame for the problem?
