I can't text on my UK pay as you go SIM, how to fix?

I bought a Lebara pay as you go SIM card when I landed at Heathrow. Oddly I can browse the Internet using mobile data and receive incoming text and phone calls but I cannot make outgoing texts. Not even the texts to check balance or check my phone number. According to Lebara I still have £4+ balance so I should be able to text. But when I try to text it instantly tells me it failed to send, almost as if something internal is blocking it and it's not really "trying" to send. Any idea how to fix this? I'm on a Oneplus X running Android.

Response by poster: Also the guy at the kiosk told me it should include 45 texts,

Response by poster: Ok so to fix the problem, I had to go into the phone dialer then >> Settings >> Call settings > cellular network settings >> Additional settings >> then make sure caller ID says "Use default." That fixed not being able to make outgoing calls too.
