Where can I download kid's cartoons other than Amazon and iTunes?

I want to buy and download videos of children's tv programs and films so that they can be watched when we don't have internet access (in the car, for example).

I live in Ireland. iTunes television programs are not available in the Ireland store and I can't change to any other country on iTunes because I only have a bank card from an Irish bank. Amazon video is also not available in Ireland. No, a VPN will not help in either of these situations, I have tried. Are there any other options out there?

The most wanted programs are Paw Patrol, Fireman Sam, and Masha and the Bear but I am open to checking out any videos that are non-violent and age-appropriate for a 3 year old.

My laptop does not have a DVD player so buying DVDs and ripping them to mpeg is not an option.

Google Play has an extensive variety of TV shows and movies, and they have an option where you can download them to a local android device, iOS, or Chromebook to watch offline. You can also rent for a certain amount of time. I could only find Paw Patrol, but they have lots of other stuff, too.

External DVD drives that connect to a laptop via USB are very inexpensive and could certainly be an option in this case.

Also, portable DVD players are pretty cheap these days.

Response by poster: TV shows are not available on Google Play in Ireland (just books and some movies). VUDU looks like it is still only available in the US and my broadband provider blocks VPN connections somehow, might work when I have internet access somewhere else though.

External/portable DVD player is not a long term option because my work requires me to travel internationally for extended periods of time to places where English language DVDs are not available or else they have regional DVD coding so I can't play them on my laptop. There is a limit to how many times Windows will let you change regions.

To broaden my question, Amazon and iTunes can't possibly have a total international monopoly on digital downloads, can they? Kiddo is happy to sometimes watch programs in other languages. Surely, there has to be some other options out there. If you are outside of the US/UK, please suggest some local sites that offer digital downloads of children's television programs. Language is not as important as quality.

Torrents are a possibility.
You can also do the external DVD ripper to borrow DVDs from the library and make them into ISO files.
