How do I achieve this photo effect? Is there a photo editing app?

Or is it something that can be done in photo shop? Specifically the repeated in a circular fashion effect, kind of kaleidoscope-y.

In camera it is done with a multi prism filter.

There's an app for this. I also have one of the crystal prisms this company sells, not in glasses, but just by itself. I sometimes take photos by holding it up to the camera lens. It's pretty cool :)

In Adobe Photoshop this could be done using the clone stamp tool.
