Coevolutionary Quartely Essay on the legal costs of unborn children?

Does anyone recall an article in either the CoEvo or Whole Earth Quarterly where the writer showed that by making a gestating fetus a legal entity, mothers (and lawyers) could sue the companies making the products that cause birth defects, cancer, etc.? Which issue, who wrote the essay and is it easily accessible somewhere? Thanks.

Huge Whole Earth fan here. (I still miss it, although some of its spirit lives on in last editor Kevin Kelly's Cool Tools website.) I'm sorry I don't remember that article. However, Whole Earth Review and its predecessors are slowly being digitized and placed online. Start here, you might be lucky and it is in one of the issues already available.
