Looking for a children's book.

Trying to find a book I read as a child in the late 70s. As I recall, it was about a little alien boy who lived on the moon.
The boy had a pet turtle and at some point they both snuck onto a rocket that was sent to explore the Earth. The aliens were sure there wasn't any life on Earth because of all the water, which the aliens thought was poisonous. At some point the pet turtle goes swimming proving that water isn't dangerous.
Any idea?
