Name this annoying '90s song

Well, maybe it wasn't annoying to you. It was popular in early 1996 (or at least I couldn't get away from it where I was) and I believed the chorus went, "Judy in the way. Judy in the way. Judy in the way-hey-hey-hey-hey-hey-hey-hey. Judy in the way . . ." I suspect there was no Judy in it at all, because I can't Google it. The song was a folk-rockish, powerpoppy blend. There was whistling in it. Do you know it?

I checked the Billboard Year-End Hot 100 for '95 and '96, but if it's there I can't pick it out.

Best answer: Send Me On My Way fits that rhythm pattern and has whistling.

Back when this song was popular, I thought the lyrics were "Simian, away!" as in "Get out of here, you damn dirty ape!" I still hear it that way, TBH.

The friend who thought it was a charming children's story about "Simeon the whale" remains my favorite.

Although I'm a big fan of Rusted Root, I couldn't help considering the idea that they might have based their entire sound off of the Talking Heads' Nothing But Flowers. I'm probably wrong about that, but if you liked Send Me on My Way, you might like Nothing But Flowers.
