How do I swap pages in my Apple Photos book?

Trying to make a photo book using Photos 1.0.1, and cannot shift pages around the way you're supposed to be able to. Have you run into this? Details below.

All I've gotten from Apple support and forums is this explanation: "Position the pointer over a page number until the page button appears..." etc.), which does not work. Please don't send me to this page or a screenshot of it. I can identify the picture button & drag the image of the page elsewhere, but it won't actually stay where I drop it. Intensely annoying, after having moved from iPhoto to Photos.

Has anyone else encountered and solved this frustration? Kludges welcome. Thanks.

(MacBook, OSX Yosemite 10.10.5, all up to date.)

Best answer: It’s not just you. It doesn’t work. Whoever is supposed to be programming Photos is busy on the self-driving car, I guess.

The kludge is to add a page* (using the button in the toolbar, because the “Add Page” contextual menu item ALSO doesn’t work), set it to the layout you want, remove the pictures from the other page (because you can’t have the same photo on more than one page, grumble grumble), and then add them to the new page.

* and then realize that you just added the page in a random spot because SOMETIMES “Add Page” adds a page before the selected page and sometimes it adds it after with seemingly no rhyme or reason, so you remove the blank page and try again, lather, rinse, repeat.
