Seeking a Musical City: Have Sax, Will Travel

I would like to spend the month of February outside North America in a temperate seaside city with an accessible music scene.

I'm not looking for a vacation spot but for a place I can live a normal life, which for me includes cooking and playing music. I am a very adaptable saxophonist interested in music of all kinds.
While general travel information abounds, I need a more specialized perspective on musical life in different locales.
Cities I'm considering are Barcelona, Montevideo, maybe Tel Aviv.
So if you have experience with the music scene in some interesting place (or indeed, if you would welcome an itinerant saxist into your musical community) I would love to hear about it.

Knowing the practical context here will make a difference in people's recommendations -- are you looking for a city where you can find paying sax gigs, or a city where there are lots of opportunities for recreational playing regardless of pay?
