What is this symbol? (on a train at a museum)

My mom took this picture of a train at a museum in Maryland today -- is it a rail company logo?

Best answer: Irish Masonic Tokens, scroll down to "Halfpenny Token No 3". I'm not saying it must be of Irish origin, but it's the only example I could find. I think if we knew what locomotive this was we might be able to track down how it got there.
