Looking for vintage throwback style web page with lots of animation

It was recent, strange, tons of small animated GIF art?
A month or so ago I followed a link to a beautiful and strange art web page - created entirely of geocities-era animated gifs. Under construction, of course, was featured heavily but it was a very long scroll through well-sorted examples of the animations.
Like Windows 93.
It's very hard to find, as trying to google for "gif" "internet" "animated" isn't exactly specific.
