How is the money in an armored car organized?

Because of this article I'm wondering how the money inside an armored car works.

I assume that the amount of money inside an armored car is very carefully tracked, but that the individual bills cannot possibly be tracked via serial number or anything. My question is basically: do the police in Baltimore have any way of knowing where the spilled money ends up? How likely is it that they will be able to determine who might have picked up cash and press charges? Is there any element of bluffing involved here with the cops just hoping people get scared and return the cash if they threaten charges?

Any general armored car stories are also welcome, I don't know anything about them and I'm curious.

Odds are some bluffing, but I'll also bet there are a lot of cameras in the tunnel that recorded the incident.. So they might know who may have grabbed cash, but I doubt they know how much.

If there was a toll plaza before the incident, they have a good idea of what vehicles were in the vicinity.
