House of Cards Episode Help!

Which episode of House of Cards featured the democrats hiding in their offices so Republicans would leave and they could quickly appear and win a vote?

I think it was season 1 and I remember reading that it was based on a real life event but my google-fu has failed me and its driving me nuts.

It's a West Wing episode: "A Good Day," from season six. And the show is what inspired a similar event in England.

I think it's s02e03, "Chapter 16," although it's the republicans hiding from the democrats.
