Can't zoom out on mobile for google sheets

A friend uses a Google Site to host a schedule for a catering company. They make the sheet in Excel, port it to Google Sheets, then link to it from the site. With a recent change within Drive, users have lost the ability to zoom out beyond to less than 100% on the schedule, making it more difficult to navigate. They can zoom in, but can't zoom any further out. Is there anything they can do to get this functionality back?

The browser's zoom feature may work for them. In Windows Ctrl-NumpadMinus zooms out and Ctrl-NumpadPlus zooms in. In Chrome the minimum zoom level is 25%.
