Sorry if This is dumb to ask. But I've been wondering what this is.

I don't recognize it, but here's a comprehensive anime database's listing of all young adult female characters with long red hair. It's a lot -- 18 pages of results -- but if you can provide any other contextual details like eye color or character alignment or the nature of the source material, you can narrow it down some more, or select one of the keyword filters on the right. They've also got a dedicated "who's this character?" board that might be helpful.

My guess would be Lina Inverse from Slayers, but I haven't watched the anime so I can't give you much of a confidence level.

It's not Slayers or Project A Ko. It could be from Burn Up or Dirty Pair but probably not because the hair is too normal a color red.

I can't think of any time Lina Inverse wore a contemporary skirt and let some old dude hit her in the stomach with a baguette.

I wonder if it's Bubblegum Crisis? It has the general style of an '80s/'90s anime and not something more recent.

It's not Dirty Pair nor Bubblegum Crisis (nor Slayers nor Project A-ko). I know a lot of 80s/90s anime, and I don't recognize this character.
