Catching eels with horse head in what movie?

What movie has a scene in which a man fishes for eels using a horse head for bait? It may be foreign.

That is a very memorable and disturbing scene from a great movie full of disturbing scenes. I have seen it many times, but not in many years. I'd really like to see it again. I can't help but think of that scene whenever I have a sushi roll with unagi - not fondly.
