Citation Format for Declassified Documents

What's the best way to cite declassified, partially redacted, government memorandum, using Chicago Manual of Style format?

I have about 30 declassified memos from the CIA from the late 1950s, all of which had some information removed from them prior to declassification.

- They're all from the CIA
- All have the date when they were written
- Almost all have a subject line (the rest have a subject line that's been redacted)
- Some have who the memo was written for (job title, if not name)
- Only one or two have who the memo was written by (job title, not name)
- All are stamped with the public release date and a reference number

I've gone to my normal reference guides and come up empty. Any suggestions how best to format notes and citations?

Best answer: Use the standard CMS format, with "Redacted" as necessary. The reference number will be the main thing -- the point of citations is so your reader can find the document and ensure it's the same one, not just to satisfy the style guide.
