Name that movie...

Semi-famous lefty NY writer comes back to the neighborhood in LA where he grew up. There's a neighbor across the street who's had a hard life and back after stint in prison. The writer's trying to negotiate a failing marriage and a relationship with an actress who starred in a movie he wrote or directed. The bad neighbor comes over to escape police and holds the guy hostage. They drink some beers together, get high, talk philosophy and he has a phone call with the famous actress.
Came out in the last couple of years, I think. Why do I remember - or think I remember - virtually everything about this movie (or was it a TV show?) except the title or who was in it?
