How do I make a cheap, recognizable Harriet Miers costume for Halloween?

Obviously, to be scary I'll be in judicial robes. What makes her face distinctive, and how do I make it my own?

A matching wig and inept eyeliner (from the pre-makeover days) might do the trick. You could also carry a picture of GWB in a heart to really drive the point home.

Bangs, poufy hair on top, red lipstick, smeary mascara under the eyes, and dark bulgy undereye circles. She's always wearing a royal blue suit, too, so if you had a royal blue blousy bow thing showing above the robe somehow, that would be good.

Make sure you carry a photo of Bush with a big red kiss on it. (By the way this is a great idea for a costume. I may have to "borrow" it.) Of course, be prepared for questions on who are you supposed to be, unless your friends are up on current events.
