Help me help my neighbor avoid a hit and run charge

My neighbor (and friend) has been trying to get her drivers license and her friend has been letting her drive him around. Yesterday she was driving (with him in the car) back to her place. She clipped a car and took off the mirror. (You are not her lawyer....)

He's being a douche and not stepping up and giving insurance information. The woman whose car she hit is threatening to claim a hit and run suit against her. Who's responsible? She left her name and number on the car. She's had conversations with the person whose car she hit. This is in Norfolk, VA. Obviously she is the one responsible as she was the driver but trying to figure out legally whether or not she can be charged with hit and run and whether or not she's responsible for the damages. She's willing to pay for the damages but the victim seems to be claiming a cost WAY above actual damages (double). As her friend I've told her not to pay until there's a quote but she's afraid of the threat from the victim of the hit and run charge...
