Strange underwater growth ID

Can anyone identify this?

My father pulled this from a lake in Pennsylvania. He said it was hard, not squishy despite its looks.
Any ideas?

Do they have armadillos in the area? It looks like what would be left over after a predator dines on one.

It looks like it is attached to the stick, right? As in, he didn't use the stick to pick them up? My guess would be wasp- or bee-hive.

Best answer: Looks like it might be Bryozoa, which can be found in Pennsylvania.

Best answer: ... and a Google Image search for bryozoan freshwater produces some similar objects.
