Name this Soviet-era musical film

It featured a jolly musical number on the difficulty of obtaining all the signatures one needs on one's paperwork.

Help me identify this Soviet-era musical film I saw a bit of on Russia's Channel 1 recently.

It was about a male protagonist who had to collect signatures from bureaucrats on something related to his housing (I think). He visited a secretary who told him it was Friday, so there was no way the boss would be able to sign the papers today. He protested and went searching for the boss before the boss left for the day.

As the protagonist was opening doors and peeking into offices, there was a jolly musical number about the difficulty of obtaining all the signatures one needs on one’s paperwork.

Judging by clothing and color tone of the film, it was perhaps from (as well as set in) the early 1960s, but that's just a rough guess.
