I'll second IrfanView (assuming Windows).

I'd third IrfanView.

But Irfanview is great, fast, light. It's the Sugar Ray Leonard to the Gimp's Mike Tyson.

I'll second ImageMagick (if you're good at command line stuff) and fifth IrfanView since it's free and trusty.

On the off chance that you have a Mac, or that people reading this have Macs: QuickImage, free, easy, small and does it all right from the finder [ctrl-click to resize, convert &c.]

If you have XP you ought to be able to do it in MS image viewer without downloading anything. I don't have XP here at home so can't check but I remember being able to do it.

If you're in OS X, Toy Viewer. Small, much less cluttered than Graphic Convertor or the big image manipulation programs. I swear by it. QuickImage, cited above, is great too.

Since this is a service provided by the operating system in OS X, there are about a million possible ways to do it. In addition to those mentioned above, Preview can open and convert images (and there's nothing to download!).

If you're using OS X, you can open and export files in Preview, which ships free with the operating system's Applications folder. You can open TIFF and export to the formats you list.

Photoshop CS 2 has a 30 day preview version you can download. You can do anything with that.
