Question: Who are these guys?

Today The Guardian published the group photograph of delegates to the World Summit at the UN. There is a key to who all these smiling faces are which is useful, except two gentlemen are listed simply as 'unidentified'. Would anybody like to take a guess as to who they are?
I have entirely too much work to do, but this has been a nice diversion.

Here you can see the original photo, with the names and IDs. Click on the link for a PDF. (This is helpful to eliminate countries)

151 looks Eastern Europe/Central Asia. 20 looks European, or maybe Latin American. I checked the Presidents/PMs of the countries not accounted for in the IDs (like Uruguay & Paraguay for 20, and Uzbekistan and Turkmenistan for 151), got nowhere.

Of course, they may not be Presidents or PMs, they may be cabinet officials of some kind (a lot of the guys in the 140's are foreign ministers, and standing near 151), or, as in the case of 29, 30, and 31, they may be officials of the UN.

Oh, and Alfred Moisiu of Albania needs to get his pants pressed. Notice how the tailoring the suits gets incrementally better as you go from the outside to the center of the front row. Bush looks like a Christmas tree ornament.

151 is Elmar Mammadyarov, Foreign Minister of Azeribaijan.
