Please identify this soul/funk song. Difficult.

Please help me to identify this song that was played during the Kentucky Derby this weekend.
It might be a little difficult since there is talking over almost the entire sample.
Sounds James Brown-ish. But I'm no expert.
I'm not sure if it's from that era, or if it is some new song sampled from that era.

The funny thing is that up until about a month ago, I only knew the steel drum version. My brother put it on a mix cd. (My brother is the kind of guy who has all of the original stuff that people sample FROM. Usually Edwin Birdsong.)
