I'm looking for a way to hone my skills and demonstrate to potential employers that I have some proficiency with Google Analytics - is the Individual Qualification worth paying for? Are there other, better options?

Sure? Yes? Maybe? It shows you have an interest, and knowledge, and it's something that could set your resume apart from all the other resumes. That's what you want on any resume. If I'm a hiring guy I'm looking at your resume and yours is the only one with that I might want to meet you because you're showing initiative that no one else is showing.
Whether or not that cert actually means you're a GA Master, well, that's maybe another question?
SO yeah, if you have the money and time and aren't expecting the world to change, why not get it, it can't hurt.
