I understand that there is a new cell phone with an embedded chip that can assist parents locate their children. The cell phone works with GPS, an ID Chip, and a Microsoft program. The cell phone costs approximately $100.00. http://msnbc.msn.com/id/9135838/site/newsweek/ Is there an inexpensive locator device (other than LoJak which is rather pricey) that can locate a car if stolen?

I know this doesn't answer your question, but wanted to tell you what I know about cell phones: cell phones can be easily located because it's simple to triangulate the signals from cell towers. In an emergency situation, the cops locate a phone, but I can see how parents would want to be able to do this too. With cars, though, my hunch is that you'll have to go with something like LoJak.

Why not just buy the phone, and hide it somewhere in the car?

Interrobang is on the money. If it were me, I would get the local car stereo installer people to wire a charging point somewhere inconspicuous so it can be left on continually.
