Another Mystery Book

I loved this book as a kid in the early 90s. Please help me identify it!
The main character, a girl, is going to live with her mom and stepdad. She has a cat that she sneaks on board the airplane in her backpack. She then hides the cat in her room, since a parent is allergic. I think that she lives in an apartment complex, and makes friends with another kid, probably a boy. Most of the book involves her solving a mystery. The allergy to cats may play a key role in figuring it out.
