Trying to remember a strategy turned base video game

I once played a turned based strategy video game on my PC. You built buildings, mined minerals, set up defenses.

The buildings could be upgraded from mud hut to small building to apartment building. There was a university you could do research in that gave you more things to build. If houses became too crowded, their might be riots, so you had to build more quickly.
Between turns the other alien races would taunt you with 'You are filth, and shall perish' type taunts. I think one of the races were Tauregs, or something related, however a Google search brings up nothing related to a video game.

It was on a CD of other games, and was I think shareware. I'd saay around the mid to late 90s.

Any ideas.

Are you super duper 100 bazillion percent sure you're not talking about Civilization, Age Of Empires, or any of the knockoffs of those that have been produced over the last decade or two?

The huts that upgrade as time passes and other "races" that taunt you is very reminiscent of Civilization.

Deadlock was a turn-based planetary strategy game for the PC that came out in 1996. The races included the sickly, but technologically savvy Maug who had perennially low morale. Here's a Let's Play.

I remember this game. The ship weapons had names like "Zapotron" which sounded like things that Spaceman Spiff would have used.

I also remember that the computer players were truly miserable. The AI was awful.

Sounds like alpha centauri. There was also an addon called alien crossfire. IT was a game based off of civilization 2. It was taking place after the part in civilization 2 where you blasted off for the planet.
