In Search of Pond Robots

Help me remember the title of a childhood movie involving pond robots.
I saw a movie several times when I was younger and have dreamed about it every few years since then. It stars a young boy and the final scenes involves a rusty-robot-ish automaton rising out of a pond. The kid is sitting on his bike, watching in surprise/wonder/horror (?) as this thing emerges from the pond. I think that the appearance of this hulk represented some sort of vindication for the kid although I don't remember why.
It's a live-action movie, full length, probably released in the late 70s or early 80s.
