What's the 411 on 50-03?

What does "50-03 was an inside job" mean? I saw this bumper sticker on a lightpost in Cambridge, Mass., above a "9/11 was an inside job" sticker. Google turns up nothing but that uninformative post from 2011.
Best answer: Underneath the small text says Hobby Horse '5003' which appears to be a zine by '5003'

It looks like the artist (either 5003 or Hobbyhorse) is into dadaism.
