Whiteboard animation with no camera/from my tablet?

I want to make a whiteboard animation without a camera -- i.e. an iPad, Android tablet or, if need be, a Wacom/PC combo.

My ideal software would:

* Record my pen strokes individually
* Allow me to reorder the sequence in which my pen strokes play back
* Adjust playback speed as necessary
* Allow for tracing
* Provide flexible output, including 1080p
* Allow for sufficient audio syncing to be a complete "movie studio" without recourse to another app

I'd love this to be a tablet app, but am happy to use a Mac/PC if it delivers these goods without a lot of folderol. For instance, I don't to know that I could "pull this off" with traditional animation software unless there are workflows within the software to expedite it. I'm aware of screencasting, but I would like the ability to edit at the pen stroke (as opposed to time code) level.

Response by poster: radioamy, that's as close as anything I've seen. Watching that makes me realize what I'm looking for is basically a full-featured Draw Something.

You might try the DoInk app on the iPad.
